Opera GX keeps asking download location

I think it's a bug because Opera GX keeps asking where to download files, despite that option being disabled in settings and the download folder selected.

@david27 Does it happen for all kind of files? For some, it`s expected that the Save As prompt shows up.

@leocg I think not all, but many, like installers.
