How does Opera determine "browser location"?

In settings, I see "Opera offers promotional content in some browser locations".

How does Opera determine this "browser location"?

Is it based on the build? That is, should I download a different binary if I move to a different country?

Is it determined at runtime? Is it just using the location services of the OS?

@cbarrick1024 Probably your IP address during the download? Or maybe the OS location?

I think I can answer my own question.

The Local State file in the profile directory has a field called country. I was able to change which settings were shown by changing the country.

I have no idea how this was initially set--presumably one of the options you mentioned.
