Is it normal to have occasional Windows firewall prompts?

Hi, this isn't so much of a support request as much as it is me asking a quick question, thus I didn't go through all of the instructions for posting problems.
Occasionally, and very randomly, I'll be using GX and will get a random prompt for the Windows firewall. There doesn't seem to be any particular rhyme or reason to it. It's definitely something within GX that's causing this because it flat-out lists GX in the prompt. Is this normal? If so, should I allow it each time?
I'm currently using Windows 7 and in terms of security software, I'm running Kaspersky Security Cloud free with Microsoft's EMET and the Windows firewall. My Opera GX version is 72.0.3815.487 but this has been happening for a while, across multiple versions.

@jaekobcaed The firewall thinks that each new version is a different program, so it asks for connections to be allowed on every update.

@leocg Ah gotcha, so I should allow it each time? Would I have any problems if I chose to not let it through every time?

@jaekobcaed I don't know what exactly triggers the prompt, so I can't say if blocking the connection may cause any issues or not.
