"Cycle through open windows" not working with default shortcut

this issue had been mentioned in 2018 here already, but apparently not been solved until now, at least I couldn't find any related posts or answers...
Coming from Safari I'd like to switch to Opera. Everything works fine, except that I cannot cycle through open windows via key-board short-cut.
Acc. https://help.opera.com/en/latest/shortcuts/#advanced it is supposed to work w. ⌘+`
Regardless, that w. my (German) keyboard the ` is accessible only w. SHIFT, ⌘+` simply doesn't work.
Also I can't find an option to set the shortcut, which manages "Cycle through open windows" in settings?
On most Apps on macOS the standard shortcut to cycle through the open windows is ⌘+<
Opera opens its Settings page with this combo, but it would be much appreciated, if it used the combo in the same way i.e. to cycle through windows, either by default or by configuring in Settings.Kind Regards,

german guy here, too. I just figured this out: ⌘+` is blocked for opening the settings tab. Just go to Einstellungen Schnellzugriff and remove the shortcut in setting Einstellungen öffnen. Afterwards the toggle is working fine (coming from Chrome this really annoyed me).
