Dev75 setup file won't run

Win7, 32-bit

Hi, I eventually had to completely remove developer stream as it wouldn't update to latest Opera75.

So, downloaded developer from official Opera site and was presented with the file below which I saved.

Opera_Developer_75.0.3925.0_Setup

Ran file as Administrator and it doesn't want to know.

Question: If the setup file wont run, I can't install developer. What is this long time user doing wrong?
Assistance appreciated please.
