"Make Opera Your Default Browser" in settings does not make Opera my default browser. Once I close the browser and reopen, I must check the box again.

Most probably a third part software is reseting your settings. Or Opera is not being able to write on your profile folder.

First you should discover which program is messing with Opera settings (some people reported similar issues when using ccleanear), if the case.

When you click external links in what browser do them open?

What's your installation type (which folder is it installed) and for "all users", "current user" or "standalone/USB"?
