There are times the speed dial icons do not appear:

Goto the URL opera://settings/startPage and check if "hide speed dial" is enabled.

No this is not the case. When you close the browser and start again it works as usual.

Please check they might be hidden from settings. Also, check
them in other speed dials located on the bookmarks page.
