Sync and Speed Dials

I am using Opera on Windows 10, Huawei Mate 9 phone and Samsung Tablet SE5 - both on Android 10, and all three have been updated to the latest versions. I have settings set to sync bookmarks and speed dials. Over three days ago I made a change to the speed dial on Windows 10 Opera, I have been continually logged in to sync on all three devices for my waking hours over the last three days or more, and the change has not been synced to the Android devices.
Can anybody explain why this is?
I can find no information about when syncing occurs.
Where is this?Is there a way to manually sync the three devices, rather than waiting for Opera to do it automatically?

leocg, thank you for your rather terse reply. I have only just started using Opera and I am not aware, in spite of searching the forums, that your reply has been said "many times here". There seems to be a lot of confusion about speed dials in the forums.
If Opera does not sync the contents of the speed dials why does this menu item exist: Settings/Sync and backup/Bookmarks and Speed Dials?
Where is the "Other Speed Dials" menu item in Opera on Android? It does not appear in the Bookmarks menu, as it does in Windows.
From my previous post: I can find no information about when syncing occurs.

There isn't.

OK got it, leocg, thanks for that. However, my Windows 10 speed dial appears in my phone's speed dial, but not in my tablet's, again when I am logged in to all three devices.
Why would this be?

In Windows 10 Opera/Bookmarks/Open full Bookmarks view/Other Speed Dials I have deleted some some sites on the speed dials, and added others so that the speed dials in all three devices are the same. These changes are not reflected in the speed dials on the Android devices.
Again, if Opera does not sync the contents of the speed dials why does this menu item exist in the Android menus: Settings/Sync and backup/Bookmarks and Speed Dials?

Now we're getting down to it. What does this mean? It's certainly not syncing my speed dials. Is Opera synchronisation not fit for purpose?
I've put a test bookmark in the bookmarks on Windows 10, and I'll wait to see if it gets synced to my Android devices.

@leocg A lot of this page opera://sync-internals is confusing. Perhaps you can help a non expert?
opera://sync-internals/About/Local State says this:
"Last Synced 0 hours, 2 minutes ago

Sync Cycle Ongoing false
Local Sync Backend Enabled false"To me this means that the last sync was 2 minutes ago, but "Sync Cycle Ongoing false".
What does this mean?
opera://sync-internals/Search/Unsynced produces zero results.
Does this mean that nothing was left unsynced?
If so this is not correct because my test bookmark and my speed dials have not been synced.

@alanbo Sync seems to be a really bad name for what this actually does; it just populates a personal page on opera.com where you can see your other settings. I tried this to pull in my settings from my old computer as I upgrade; it helps somewhat but is horribly manual. There is no import that I can find just the page. I would much rather have a real export/import.
