Reduce or alleviate Defender UAC triggers

I use a Windows 10 Pro system at home, and recently switched to Opera after using Firefox and Edge.
In the last few days, either when I start Opera after turning on the computer, or sometimes randomly while reading sites I know to be advertising-heavy, I will get a User Account Control dialog about my Windows Defender blocking Opera from doing something (that it never specifies) and asking to allow access from private or public networks.
My initial belief was that I'd only need to allow such access once, and then UAC would remember not to ask again, and yet, it's done so at least three times. What do I need to do to reduce or alleviate these UAC 'roadblocks'? -

@rd-frable At least here, I may get a dialog asking for permission to access the computer when there is a Opera update because the executable file path changes.
