Recent versions of Opera based on Chrome code and I would like to know whether battery drain bug/issue of google chrome that cause rapid drain of battery also affect Opera builds. Chrome adjust timer to wake-up more frequently and not only drain the battery but also cause other software to run slower.

Hello,
it seems to be a Chromium bug (https://code.google.com/p/chromium/issues/detail?id=153139), therefore, it might affect Opera (no confirmation atm).
However, Google developers are already aware of the issue and solving it seems to be a priority (http://www.geek.com/microsoft/google-chrome-will-stop-draining-your-laptop-battery-soon-1599550/), which means this bug will probably be fixed very soon.

Tested this behavior in Opera 22.
Steps to reproduce
- Download "Clockres.exe" from Windows Internals (http://technet.microsoft.com/en-us/sysinternals/bb897568) to view timer interval.
- Close other browsers including Opera if running.
- Open Clockres.exe in cmd.exe and note down the Current timer interval.(Should be 15.6ms if the PC is idle)
- Open Opera and load any site.
- Note the Clock timer interval, System clock tick rate is increased to 1ms
- Minimize Opera(idle), still the clock tick rate is 1ms.
- 1ms tick rate is left forever (until browser is closed)
The issue has been reported on July 18 2014. No solutions yet.

The problem still exists with Opera 26 and Chrome 39, but the behavior is slightly different. The timer is 4 ms if Opera is open to this webpage, or any other I have tried. But if I open a new tab with Speed Dial and it is the active tab the timer will be the default 15.625 ms. Switch back to a webpage and the timer is back to 4 ms.
If Opera is minimized then the timer is 15.625 ms regardless of which webpage was last active.
For what it's worth, Chrome's behavior is mostly the same, but with one key difference. While Speed Dial results in a 15.625 ms timer, Chrome's new tab page is the worst offender with a 1 ms timer.

One interesting update to my previous comment. Opera Private Window behaves differently. It will set the timer to 4 ms while a page is loading, but once it completes loading the timer returns to 15.625 ms. I have not seen the same behavior with a regular window.

Whenever behavior differs between private and regular windows, culprit most often is an extension.
