How does the VPN Icon work?

What is the blue VPN icon on the toolbar used for? You can select Optimal location, Americas, Europe, and Asia. I originally kept getting a Gmail login screen from Russia or similar language, with the default setting of Optimal location.
I switched it to Americas and now I'm in the Nederlands and I don't know that language either:)) I cleared cache and closed Opera after switching and it does not make a difference.
I was hoping that if I set it to Americas that my Gmail login would be in English. I really like Opera but not being able to use my email is a show stopper for me.
