What do you mean by "lock." And what are you trying to prevent? You don't have to make changes if you don't want to.

prevent accidental changes, preserve pre-configured deployment configurations....

Well, you could make the favorites.db (Speed Dial) and Bookmarks file read-only...
But don't do that to your clients, please... Later they'll come here to ask us why their changes aren't being saved.

This would not be for general, desktop users. It would be to support operating in a kiosk mode or on a factory/production area where we want to browser to operate in a constant, predictable way.
