Opera constantly obsessively offers to switch to Yandex

Every time after update Opera obsessively offers to switch to Yandex when I open express panel AND if I close this window I see it again next time. What the hell?!?

Aready you in Russia, Ukraine, or somewhere nearby? Yandex is the default search engine in those areas - here in the US it isn't even listed.
