Restoring bookmarks on Mac - in Opera or any browser

Hello, I had to wipe my Macbook clean and reinstall OSX. Now I can't figure out how to restore the Opera bookmarks. Before wiping it I saved the folder com.operasoftware.Opera (which contains items Bookmarks, Bookmarks.bak and BookMarksExtras), however forgot to note the containing folder it was located in. Now after reinstalling Opera, I'm not sure where to copy that folder to. I tried putting it in Hard drive>Library> Application Support then restarting Opera, but this doesn't seem to have any effect (there are no bookmarks showing.)
Another thread suggests this com.operasoftware.Opera folder should be in User>Library>Application Support, but for some reason there is no Library folder in my User folder.
I've also tried to access an older version of my bookmarks from when I experimented with syncing Opera bookmarks a couple years ago. If I go to https://www.sync.opera.com/bookmarks, I can see them there, but have no idea how to get them into the Opera software I'm using on my computer.
I'm less attached to using Opera than to these particular bookmarks so I also tried to see if I could import them to Chrome or Safari but those will only take HTML files, which the com.operasoftware.Opera folder does not appear to contain.
Does anyone know how I could get the bookmarks in that folder active in any browser?
Barring that, as a second-best option, how do I activate the smaller set of bookmarks that I can see in https://www.sync.opera.com/bookmarks?
