VPN in normal window

Why can't I use VPN in normal browsing mode in the opera beta android?.I don't see the option to enable it normal browsing mode ..

@lmalony2 In settings you can enable VPN for the regular window/tab.

@neetesha that's true however ,my opera beta doesn't have these VPN options ,but stable opera android has these options. Why this distinction?
