So, after you reinstalled Windows 7, when you launch Opera's installer, the installer says that it only supports Windows 7?

This sounds like you don't have Service Pack 1 and all the updates after it installed for Windows 7. Either that or there's something wrong with the Windows Installer 5.0 package on your Windows 7.
