Disable scroll zoom (<- compilation)

Hi.
Opera zooms in and our on scroll when opt/alt is held.
(Also with trackpad two finger scroll).I keep accidentally zooming in and out of pages and it's very annoying.
How can we disable this?
The only official opera answer given so far was given by @kmielczarczyk in 2016
This is a system feature, not the browser.
Which seems to be... not correct?
If it's a system feature, Why is Opera the only browser with this behavior?
Even if it is a system feature, it's still reasonable to ask here how do we turn it off since it's only manifesting in Opera.

Many people over the past few years have complained about Opera scrolling when holding alt/option and asked How to Turn It Off.
