Opera opens tabs in separate windows on startup

I close Opera with 5 tabs opened and when I start it, it opens each tab from previous session in new window, so I have 5 windows, one tab each. How can I change it so it would open just window with all the tabs from previous session? I have no idea how could it have happened....

Not sure why you're still on 21, but update Opera to current version (22) first.
Does it still happen then?
