Can't install Opera

I am trying to install Opera on my Windows 10 HP desktop. I can download and run Opera setup, but then on the "Downloading" popup nothing happens. The little gifs still flash on and off, e.g., "Chat and Browse" and "Enjoy ad-free browsing" but the progress bar remains empty. I've tried this several times and let it run up to ten minutes with nothing happening. My web connection is working well for other files. Any suggestions?

@cfkane Try downloading the offline installer.
