Flash isn't use very often anymore. Are you sure the site in question requires Flash to play the video? What site is it? What's the URL to the video page in question?

What does http://html5test.com/ say for h.264 and aac support? Are they listed as supported under "Streaming/Codecs" too?

On https://bitmovin.com/demos/drm, does the video play fine? Also, what does it say for MSE and EME support under the video?

Are you using an "N" edition or "Enterprise" edition of Windows? If so, is the Windows Media Feature Pack installed and the latest version for your version of Windows?

          Maybe you're experiencing https://forums.opera.com/post/193536.

What OS? What version of Opera? Did you try going to the URL opera://settings/system, disabling hardware acceleration and restarting Opera?

@geekonabike I still don't have problems playing videos, except for a few eventual cases.
