WHY ?
It's not intentional and normally doesn't happen. But, every once in a while, it happens to a few users on upgrade or just randomly. No one has figured it out yet, but it might be something with Opera Sync (do you use it?) or a corrupted profile or corruption on your hard drive or a bug in the updater. It also seems to happen sometimes when a user waits too long to upgrade, where when you do upgrade, you're upgrading from a quite-older build. No proof of that though. It's all a mystery.
Speed Dials on the start page are actually bookmarks. So, if you goto the URL
opera://bookmarks
, you can use the drop-down at the bottom left to export your bookmarks so you have a backup. That won't help with the start page settings atopera://settings/startPage
though if they get reset. -

I have just noticed all my extensions have disappeared.
Now I will have to spend hours getting Opera back to the state is was in before any update.
It's not fun.

Did you recently install an update for Win7? Or, did you recently back up your Opera profile folder, reinstall Win7 and then restore Opera's profile folder to its proper location?
Are you using Opera Sync?
Did you recently set or change your Win7 user account password?
Did you recently use system restore in Win7?
In Windows Explorer, goto "C:\Users". Is your user folder still the same name? Or, do you see a copy of your user folder with "migrated" in the name?
Did your system recently crash? Did Opera recently crash before the update?

Also, you might want to check your hard drive with CrystalDiskInfo to make sure it's not going bad.
You also might want to check your system for malware and viruses etc. If something tampered with Opera's files, it could cause Opera to not use them and reset them.

Okay. Just like when it happens to other users, nothing stands out as the trigger to the problem. Probably best to move on and hope it doesn't happen again.

It's just happened again
Opera updated to Version:66.0.3515.27.
Speed Dial Reset.
Have to redo againThis is getting dam tiresome
Extensions gone walkabout againEvery update seems to reset everything.......................

Sounds like you might have to a do a full cleaning of Opera and reinstall.

Goto the URL
opera://bookmarks
and use the drop-down at the bottom to export your bookmarks. If you need to save your opened tabs, right-click on a tab and choose "Save all tabs to a speed dial folder" first. Then, you'll be able to right-click the folder and choose "open all" after you import your bookmarks back in. -
Goto the URL
opera://settings/passwords
. Click on the kebab menu (3 vertical dots) to the right of "saved passwords" and export your passwords to a CSV file. -
Uninstall Opera via Programs and Features in the control panel. Choose not to keep your data.

In Windows Explorer, delete "C:\Program Files\Opera" if it's still there. Do the same for "C:\Program Files (x86)\Opera" and "C:\Users\yourusername\AppData\Local\Programs\Opera".

Delete every file and folder in "C:\Windows\temp". Do the same for "C:\Users\yourusername\AppData\Local\temp".

Delete "C:\Users\yourusername\AppData\Roaming\Opera Software" and "C:\Users\yourusername\AppData\Local\Opera Software".

Open the Windows Task Scheduler and delete any Opera scheduled tasks (they'd be for the updater).

Open regedit and delete the following keys (if present):

HKEY_CURRENT_USER\Software\Opera Software

HKEY_LOCAL_MACHINE\SOFTWARE\Clients\StartMenuInternet\OperaStable

HKEY_CURRENT_USER\Software\Classes\OperaStable

In Regedit, delete these items (in right-hand pane):

The "Opera Stable" string in HKEY_LOCAL_MACHINE\SOFTWARE\RegisteredApplications

The "Opera Stable" string in HKEY_CURRENT_USER\Software\RegisteredApplications

Download http://ftp.opera.com/ftp/pub/opera/desktop/66.0.3515.27/win/Opera_66.0.3515.27_Setup_x64.exe (you can use IE to download it), launch it, click "options", set "install path" to "C:\Program Files\Opera", set "install for" to "all users", uncheck "import data from default browser", adjust the other options the way you want and install.

Now that Opera is installed, goto the URL
opera://bookmarks
and import your bookmarks from the file you exported. Then, close Opera. -
Open a command prompt and run this commnand:
"C:\Program Files\Opera\launcher.exe" --enable-features=PasswordImport

When Opera starts, goto the URL
opera://settings/passwords
, click the kebab menu to the right of "saved passwords" and import the CSV file you previously exported.
That all will ensure that everything with Opera is set up correctly. You can then reinstall any extensions you want and reconfigure any Opera settings you want.
If Opera resets your settings again after a new update, it's mostly likely something outside of Opera interfering with Opera. Either way though, feel free to switch to a different browser then.

Hi,
Opera has updated a few times since problems arose.
It is now at v66.0.3515.44.All is well, bookmarks, extensions, & speed dial all intact.
Am sticking with Opera, I did not want to move to another browser.Many thanks for our help.
