Verify that your internet connection is working whilst disconnected from the VPN. An overloaded VPN causes not working problem. Try loading a website. Check your VPN and Software is up-to-date.

Quite a few posts about this on https://www.reddit.com/r/operabrowser/ too. At least one user posted that everything is working now. Not sure what happened, yet.
