I have wrong timestamps in whatsapp messages and also in thingspeak charts. Where can I set this in Opera?

Opera Version:64.0.3417.8 Windows 10 pro Version 1903

Thank you for your answer.
I had set in my system (UTC-04: 00 Atlantic (Canada) Summer time off. Opera has set GMT-0300
Opera ignores summer time on off switch in the time settings.
Well I have set "Caracas (UTC-04: 00" and the time stamp is correct. Caracas has no summer time and the switch is inactive.

@monimi Seems a bug then. Probably the same affecting the history page.
