Theme Creator???

Greetings! I am NOT seeing anything marked as a "Theme Creator" anywhere in my Opera settings or side bar. I would like to create a animated theme as instructed on the linked tutorial: https://dev.opera.com/articles/making-animated-themes/
I have converted an "avi" file to the WebM as designated but when I try to upload it says it is an unsupported file. My screen also looks NOTHING like the screen on his video.
Could someone PLEASE help me. Thanks!

@happytrailz Right click on any image > Use this image as wallpaper. This will set the image as the new Opera theme/wallpaper.
You can also go to opera://settings/wallpapers and add a theme from there.
