A message appears with a "ERR_CONNECTION_TIMED_OUT" error (Unable to access the site). With help VPN everything works, but I can not constantly use VPN. I found information that some sites may not work because of the Opera Turbo, but I did not find how to disable this feature (does it even exist in the browser?)
I do not use antiviruses and third-party firewalls. I did not make any special rules or exceptions for individual sites. I tried to disable ad blocking, and also checked the correctness of the set time - none of this helped.
Tell me how to get to the site with the help of an opera? Other browsers do not see, as well as VPN.

@HS-Devil Turbo is no longer part of Opera.
If you can access the site using the VPN, then it means that the site (or your ISP or government, etc) is blocking your access.
If other browsers can access the site, try using an extension to change the Opera's user agent to see if it helps.
