How to install Opera from .app file?

I'm not seeing any way to install Opera on Windows 10 from the app file that seems to be all you can download from the Opera website, I also tried downloading via an old .exe file but Windows wasn't having that either. How would I go about getting the .app file to install? Thanks in advance.
