Where do I access native Opera functions i.e. the following:

There is described (by scrolling down the page) the following Opera functions in this web-page linked above:
- Reload Every
- Open With
The functions appear to be accessed via a context menu of some kind based on the screen-shot provided.
Where in the world is the context menu located to get to these specific functions in the Opera browser?
They are not in the "Customize and Control Opera" button -- which is the nearest thing to a "menu" that I can find in this browser that is similar to other browsers.
They are not in the right-click tab context menu.
They are not in the web-page right-click context menu.
There does not appear to be any F10 menu access apparently in Opera or hamburger button to reach any menu functions apparently like other browsers have.
So where is the "PATH" to get to these two Opera functions (as well as many others) native to the Opera browser located? (it would have been nice to have a tad more information on how to access the functions be included in the web page)
I've got tech support background so I feel stupid needing to ask this -- but I'm unable to find any help from the browser or on the Internet regarding this.
If it is this difficult to find where to access these functionalities this could be why Opera has such a meager percentage of browser market share!
