non-exist built-in VPN

my opera does not have the built-in VPN. I reinstalled opera, it appeared the first time i run the browser, but it disappeared ever since.
I tried to search for it but it does not even exist in my configuration options.
pls help. thanks!

@dukehyh Depending on where in the world you are, the VPN may not be available.
