Seeking Step by step procedure for use of Opera VPN to safely access and browse dark web. Mainly, I want to download by torrent (?) via Pirates Bay some desktop publishing software i.e. Microsoft Publisher

Opera doesn't have a torrent client, so you can't download anything through torrent.
