I'm on Windows 10 Pro with Opera 60.0.3255.70 64-bit I can confirm. Looking at the URL opera://media-internals after trying to play the video, it's shows an error about no supported streams. However, if I download the mp4 via its URL mentioned on the media-internals page and drag it into Opera, it plays fine.

If I try with Opera Developer 61.0.3298.3, the video plays fine on the page. However, there's no audio stream (in Chrome there is, but it seems silent) and there's an error mentioned in opera://media-internals about the audio.

This sounds similar to this issue, but that's for Windows 8.1 specifically.

The video on that page plays here on Opera developer 61, although it has taken a while to load.
