No Turbo option on 60.0.3255.70 on Mac OS X 10.14.4 64-bit (Dutch version)?

Hi,
I am currently in an area with no WiFi. Therefore I have connected my MacBook Air 2015 to the internet via tethering using my Samsung Galaxy phone. The phone and the MacBook are connected via WiFi. The connection between the MacBook and the internet via the Samsung phone is solid.
To save on data use I have downloaded the very latest MAC version of Opera from the Opera website and installed it on the very latest version of Mac OS X last night. Both are in the Dutch language.
Unfortunately no "Turbo" option is found in the settings. I also looked for the word "Turbo" using the search field in Settings and using opera://settings/?search=turbo. The "Turbo" button from https://addons.opera.com/en/extensions/details/turbo-button/ does not do anything as well.
What could be wrong?
By contrast, Opera Mini is doing an excellent job on the Samsung phone on saving data.
