We do have some magic here and there and if you need a browser with off-road mode on and chromium disabled, we also have such thing, it's called Opera Mini.

2nd point: that wouldn't work, a lot of JS would broke in off-road then

About the 3rd thing, how would it help to save battery if off-road would refresh content while display is turned off?

Off-road with Turbo engine without gears? Sounds like Skyfire with turbo engine, or should I say Max?

Off-road mode doesn't "activate" any engine. Off-Ro0ad (or Turbo) is basically just a proxy. And with or without off-road enabled, Opera needs its engine to display the pages.

You mean scrolling the tab bar? It's possible when using the "tablet" layout. You can also scroll tabs when using the other layouts.
