Start page search engines & Google - (is Opera really Google product in disguise?)

Is Opera a Google product in reality? - Why can't you change the default search engine on a Start page (ie new tab not home page). When ever click on a new tab seems the only option is to have no search engine or Google search engine?

If you were in Russia, it would be Yandex. Or I suppose if you preferred Yandex you could pretend to be from Russia ...

Opera probably has a deal with Google where Google pays to be the default search engine on the start page (depending on locale). Google might even pay to be the only search engine allowed (depending on locale). For the latter, if not, other search engines could probably make a deal with Opera to pay Opera to be an option on the start page. It's probably all about money to pay for resources to develop Opera.
