Some media on Twitter do not work

@burnout426 I guess if sound works, there should be equalizer visible on the tab in Opera. So it can be tested even without speakers(just to check if it's not muted, here the video is muted by default).

After some time, I had my problem solved. The member @cmarcelo, gave the "golden ticket". I tested it and it worked out for me. Videos that were not running, now play normally.
https://github.com/iteufel/nwjs-ffmpeg-prebuilt/releases
Access the GitHub repository and download the ffmpeg version for your OS (Linux, Windows, OSX). Then unzip the Opera root folder. Restart your browser.

For me, "nwjs-ffmpeg-prebuilt" did not make difference. Even without it the original linked Tweeter video played fine on Opera 60 with some updates. I'm not sure what caused this - maybe Twitter re-encoded it at some point with a different codec. I've noticed low quality, and not sure it was the same when I've started the thread. I've tried monitoring the Opera process and did not notice it even tries to access the new .dll file. Someone will have to link a specific video which did not work without this .dll and worked with it.
And yes, https://twitter.com/NOAASatellites is the latest example of how videos don't work under Windows 8.1 even with latest Chrome browser.

@temkem Opera team said it's a Chromium issue. It works in Brave and Dissenter...

@leocg sorry, but why you say the same every time? W.10, have no problem with that (as far as i know), i can confirm on W.10, but W.7 or 8.1 (i have it on another machine) have issues with gifs, and appears on browsers.
if you have solution or advise for that, i want to know, thanks

Also, the OP didn't mentioned its OS.
Guess what?
Windows 7Every time I have an issue, this issue doesn't exist in Brave...
Do you suggest me to move to Brave?Or shall I ask to Brave Team to do an Opera like browser?
