Well, I found not very smooth solution. Just add shortcut for the "show sidebar" option.
It works fine, but you have to get used to it.

Another workaround: you can add links to bookmarks, history, etc. to the start page. Links:

History: chrome://history/
Bookmarks: chrome://bookmarks/
Extensions: chrome://extenstions/
Settings: chrome://settings/

@leocg Last time I was reporting the issue there was e-mail telling:

This is to acknowledge that we have received your bug report, with the ID: DNAWIZ-xxxxx. You may wish to keep this ID for future reference.

Has something changed?

I have reported a bug and received a message with bug ID, so a reporter can tell us bug ID.

Now, on Opera 60, I can not to enable Side bar for only Speed Dial.
I do not need Side bar on every page, only on Speed Dial (and other inner browser's pages (bookmarks, extensions)).
Like it was on Opera 58.

@leocg are you willing to dwell on the philosophical debate over the topic of whether the removal/change of a particular configuration of an existing feature is considered the removal of a feature, hahah ? Or maybe the debate over the topic of "what is the definition of a word -feature-", if it comes down to that?

On a side note... I'm somewhat surprised someone replies to this forum post - I'd thought this thing was long abandoned, but apparently some still don't want to accept the fact that Opera never went back on this interface change. Well, and I've never gone beyond version 58 as a conscious choice and maybe a bit of a protest, I guess. Anyway, I think this change was (and still is) stupid and unnecessary, but I don't have much hope they'll do anything about it since this topic is over a year old already.
