Can I use vpn opera on Ie or other programs.
I tried the proxy settings 127.0.0.1:443, but did not work. What settings are correct?

You can't.

@alsiavash1633 Opera's VPN functionality is specifically built into their own browser. For other browsers, you'll have to use one of the various 'independent' VPNs - either paid or free.
