Downloading Offline Package - Very Slow

OK I went to https://get.opera.com/ftp/pub/opera/desktop/58.0.3135.79/win/ to download latest version of Opera to update one of my computers. I am on a slow adsl connection but do manage between 650 and 750 kbs ! However downloading the above file with Operas downloader today speeds varied considerably during the download, at one point it went down to 4.8kbs ! I had no known extra processes running that would lessen my speed etc. However the speed was fluctuating more higher than slower during the download. Can you also say when using https://get.opera.com/ftp/pub/opera/desktop two options are available of Opera are available to download one is labelled "autoupdate" and the other "setup" the latter I always use. Could you explain simply the difference. My view without prior knowledge is the browser is always supposed to "autoupdate".

The file with autoupdate is, as the name says, to be downloaded during the autoupdate process.
