Speed Dial disabling permanently

How can I permanently disable speed dial? It always comes whenever I start Opera Browser. I try to disable it every time from settings but comes again the next time I start.

What do you select for Opera to do instead?

Speed dial is always going to be the page shown in new tabs - that's what it is for - but you can set Opera either to continue with the same tabs as when it was closed or to always start with a specific set of tabs.

In Opera, goto the URL opera://settings/onStartup and turn off "Display the start page first".

Is that what you're referring to?
