CSS not refreshing

I'm having a problem with the CSS not refreshing when I refresh the web page. Is this a bug, or is it in Settings somewhere?

There is a separate keyboard shortcut for "Reload without the cache" as listed in opera://settings/keyboardShortcuts ... if you use either Shift-F5 or Ctrl-F5 then Opera will ignore the cache and reload all files for a given page (including CSS, images, scripts and so on).
