A Former User last edited bySteps to repro: - Enable «hide address bar when scrolling» in Settings.
- Go to https://blogs.opera.com/mobile/ (or any site with some active elements at the bottom of the page) and scroll to the bottom of the page.
- Try to tap «Terms of Use» link (for the site above or any active element/link in other cases).
 Result: nothing happens.
I shot a video to visualize the bug:

Compare the shadow animations at the top and bottom. As you can see, there is a gap at the bottom between the shadow and Opera's navigation panel. That gap is the exact dead zone. The bug is present only when Opera panels auto-hiding (any of the two variants) is turned on. My specs:
 ARMv8 SoC
 5.5" 1920x1080
 Near-stock Android 8.1

Need someone to test this with buttons under the screen and 16:9 aspect ratio.
