No option to "Run" or "Open" downloaded items.

It also will not show PDF files on the websites ( ie, when I try to open an e-bill from my bank) it should be shown in a window in the browser, but it just wants to download the file and because I there is also no option to open the downloaded file I have to search around and find the file then open it.

What you describe in the title is a duplicate of this topic. (And actually, you don't have to search around and find the file to open it, just check the downloads pop-up at the top right of the browser and double-click an item from the list you wish to open.)
For opening PDFs within the browser window (another thing for which topics already exist) you need to have a plug-in installed to handle the PDF, e.g. Adobe Reader, or Foxit, etc, or an extension like PDF.js. Do you have one of them?
Type "opera:plugins" in the address field and press Enter to check the installed plug-ins. -

I enabled the PDF so that part is covered. But I still have to save the files then click to open them. SLimbrowser, IE, Chrome, and the older Opera all had the option to run or save. Just the newest Opera does not.

Yes, it solved the pdf part, but the link with info about opening files vs. saving the answer is to just live without the basic functionality that the other browsers have built in.
I click on a file it should have an option to open it vs save and then open. Less clicks is always better.
