cannot turn off search suggestions

I have tried everything. All of the settings which have turned off search suggestions in the past do not work now.
This is a recent thing which started about a week ago. Is there another way to approach this?
Can't find anything on You Tube or the Internet. Please help. I am crazy enough as it stands.
Firefox does the same exact thing.

Appreciate any ideas.

Uncheck 'use a prediction service to help complete searches...' like before.
