How to make it so that open tabs, open tabs and bookmarks were as one. That is, if I saved something on the express panel, it will automatically appear on another. Or were open tabs on one device open on another?

If I understood correctly what you are asking, this is not possible. You can find your speed dials from other devices in 'other speed dials'.
