So that's the cause of the problem. You need to install the media package for it
so can he install the right mediapack for N version for his version of windows he's got and make opera work.. if so look below..

Sorry, don't have a link. You should be able to find it at Microsoft site.
the second option i posted is microsoft site for N version..
N editions of Windows include the same functionality as other editions of Windows, except for media-related technologies, Windows Media Player, and certain preinstalled media apps (Groove, Movies & TV, Voice Recorder, and Skype). Media Feature Package provides a way for a customer to restore these excluded technologies.
Note - But sum features will require reinstalling hardware drivers after installing the Media Feature Pack.
n e ways looks like if that n versioh he's got = him outta luck..

On a side, just an FYI:
Opera makes use of the Windows Media Foundation for media support. Downloaded codec packs that just install DirectShow filters won't help in Opera's case. The codec packs need to provide Windows Media transforms for Opera to be able to support any extra codecs than what Windows already supports. Even then, Opera might have to update their WMF handing to take advantage of them. As in, I'm not sure if Opera automatically supports everything WMF supports or only some defaults.

Thanks guys.. I downloaded Media Feature Pack for Windows 10 N October 2k18, but it did not work ( I could not install it, cause it said "it is has no use for my notebook"), so I tried April 2k18 version and now both option h264 are available
