I don't think so, I can't even recall seeing an option like that. How can I tell if it's enabled or not ?

You can use task manager on developer tools to see which tap use too much memory.
I dont know why but on windows 8 system became slow and unstable when used up to 70% RAM.
Enable lazy session loading and Tab hibernation may help you save your precious memory if you use too much tabs at the same time. -

Okay, I'll try what you suggested and see what happens but for the record, it doesn't only happen when multiple tabs are opened. It also happens when I launch Opera 21 with just the speed dial page opened, which I have no sites on because I hate the speed dial on a desktop PC (and wish there was a way to disable it), within 45 seconds it freezes up the entire system...from what I'm experiencing if doesn't look like this version is stable on Windows 8.1 systems.

Yea, it being lagging since many updates ago (a reason Google Chrome is now my fav) i just come here today to c if there is a better update, i updated to Opera21 and discovered that the same problem still persist.
Conclusion: Opera is not developed for w8 and higher. -

Are there any Opera extensions/add-ons installed ?, if so, have you tried disabling them to see if this may be the cause of what you are experiencing ?.

Yes actually! two of em' :
Chrome's AdBlock Plus extension
& the Bookmark extension by the Opera Team. But I later removed the Bookmark extension after setting them up on the bookmark bar, tried with AdBlock Plus disabled (but not removed) ...however the problem persists.

Im using windows 8.1 x64, with 8 add-on, startup within 10secs, run 8 hours dont stop per day. Try open your tasks manager and look what use up your CPU, it may be your antivirus or some stupid adsware trying add illegal add-on, play some music and see what happen to your headphone when system freeze. I got system freeze once on my life. That time I tried play Megamanx 8 on ddr2, core duo pentium, reason is my RAM got dump.

It doesn't. I use Win8.1 x64 just like you and I experience no lags (as long as I don't fill all my RAM of course). -

This browser isn't working out for me with Windows 8.1, I've decided to go with Chrome & Firefox.

Using 8.1 on x64 and I'm also experiencing no lags. Must be something unique to your system. Try a re-install.

I have noticed serious lag on Windows 7 64bit. I do have several add-ons installed but I had the same ones installed well before this lag became apparent.

I have a laptop using Vista. Whenever I open Opera 21, It also starts anywhere from 5-10 Opera processes. I wouldn't have known it if I didn't start task manager and look at processes tab. I just go in and delete all the lower memory ones and leave the highest memory Opera process. Terrible way to have to use it , but I then have a usable browser. Anyone have any ideas why that is happening?

Terrible way to have to use it
You don't have to do that. You just need to discover then what plug-in or extension is hanging your PC and disable/uninstall it from opera:plugins and opera:extensions.Anyone have any ideas why that is happening?
It's normal. https://forums.opera.com/topic/2454/multiple-processes-for-opera-exe -

After update Opera freezes at start. No tabs are opened, no add-ons are installed. Win 8.1 x64. It is very very sad to me.

Any Speed Dials?
Yes, default speed-dials. But before update it was OK.
