Version of Windows? Type of install (default, etc.), and version of Opera? Any internet security software that might block unauthorized software from accessing the internet?

If Windows 10, make sure to goto "Start -> Settings -> Update & Security -> Windows Update" and click "Check for updates" and install any updates.
