Title bar jumping issues in maximized window

Since roughly a week or so, the title bar in my Opera webbrowser (where all tabs are shown) randomly jumps up over the edge of the screen by roughly .2-.3 cm. I have no clue what is causing this issue, and Opera is the only program that seems to have it.
Minimizing and maximizing the window tends to solve the issue, but it is a mild annoyance that this has to be done. It looks wrong.

Again, both are in maximized screens. Opera is entirely up to date (54.0.2952.64) and running on Windows 10 64-bit. Is anyone able to help solve this issue? Many thanks.

It doesn't seem to be happening here. Check also your video and monitor settings.
