Clicking the top of tabs doesn't register

When I click the very top of my tabs Opera doesn't register a click. This makes it very difficult to switch tabs. Is this a bug?

@toxictom There used to be a setting for it but it seems to not be working since a while. Don't know if because of a bug or by design.

Here, clicking on the top of a tab turns that tab in the active one.

@leocg Annoyingly it wasn't until after I reset all my settings that this started happening. Yeah I remember there used to be a setting and I always disabled the top bar spacing before...
