I suspect that the NoCoin feature does Not work as intended.
After been in contact with the Opera Team and didn't got the help/answers needed I'll try a last time here as I also want to see if others notice the exact same as me.
Enable the NoCoin feature in settings if havent already and start Operas built-in task manager : Shift+Esc. Monitor the CPU and go to the VPN service provider Windscribes cryptocurrency mining page. It's used to revenue for users extra storage but the link I'll supply is not connected to any users.
Warning! This link will more then likely make your CPU spike so remember to Close the page after tested.
https://windscribe.com add in the end the text: /miner
If your CPU now goes above 50%, please supply a screenshot where this site and your task manger is viewble. Thanks!

Big thanks. I wonder why the Opera team did not suggest such a obvious test or maybe I was talking with the wrong person there lol
Here's my result :
I tested what you suggested in Firefox and added the NoCoin list to Adblock Plus and the CPU still goes up. I even manual added the url, also one extra line with a wildcard " * " but dosen't help. I then did the exact same in Opera by adding Adblock Plus and even manual added the url without success.

Thanks but no thanks. I already tested the NoCoin list and it dosen't seam to work on the specific supplied url in the first post.
I still hope anyone can help me out and include a screenshot as requested and with that simply verify if I'm right or wrong.

Maybe more then one report will make the Opera Team try and help finally kill the mining because it make not sense to report it to the list authors as anyone can super easy add the page into the custom filter as I mentioned previously and see what happens and I saw that it didn't help.

@upnorth If the NoCoin list authors add that page to the list, everyone using it would benefit from the addition.
Opera just use the third party lists, they don't modify them as far as I know.
And I'm not so sure that adding a page to the list is something trivial.

I agree but whats the point if nobody else seams interesting to help me confirm it actually blocks or not.
I have a software that actually blocks things like this anyway and is not browser dependent so I'll guess I just stick with that.
Thanks for all the replies @leocg
