If I try & print on my new PC system , all I get is:
"This site can’t be reached
The web page at opera://print/ might be temporarily down or it may have moved permanently to a new web address."
I tried to reinstall, but it made no difference.
How can I make progress to print pages? -

I can't reproduce the issue with the same setup.
opera://print
is available for me and printing works fine.Do you have any printers available in "Printers and scanners" in Windows? Is the print spooler service running?
Temporarily create another admin account on Windows, log into it and see how Opera behaves there. Delete the user account when you're done testing.
Maybe uncheck "Let windows manage my default printer" and set a certain printer as the default.
Test with other browsers. and test with Chrome specifically.
If it doesn't work in Chrome either, then you can search for the issue for Chrome on Google for example and any solutions you find will probably work for Opera too.

Try making sure the printer is turned on before you open Opera. Shouldn't be necessary, but give it a shot anyway.

It seems to be something wrong on the profile.
On my ODev Entertainment profile it happens the same - Print dialog broken -, but using another profile from the same installation the Printer dialog works fine.
Reinstalling on top with the Full Installer didn't fixed the problem.
Nothing found on the Prefs.Json comparing it with a working one.
About the printer,
If a "Save as PDF" option is present, I suppose that a physical Printer would be not necessary.A Back up and Reset profile would be needed, follow the Back up link, - at signature - if necessary.

Overlooked the Local State "new".
Reverting to "0" works fine again!

To find that file, follow the signature's BackUp link.
You can use JSonEdit to open it.

Yes, I have a working printer and yes, it is turned on and printing fine from other applications, so yes, the spooler is working -

Save as pdf often ends up with a single tall thin skinny page, which is not printer friendly
